Sam George, who holds the ministerial position of Communications Innovation and Digital Technology, introduced a substantial plan to bring back state assets that private parties illegally acquired. The government launched this initiative through its Operation Recover All Loots (ORAL) program, which concentrates on transparency and accountability.
The National Communications Authority (NCA) will launch a thorough frequency audit to reclaim broadcasting frequencies that both private entities misuse illegally, according to statements made by Sam George during a Ministry of Communications press briefing on April 9, 2025.
George provided a promise to the Ghanaian people that their government will handle these issues while establishing proper financial management within the Ministry of Communications as well as Digital Technology and Innovation.
The initial phase of the frequency audit established multiple serious irregularities during its investigation of broadcasting frequencies. The audit investigations revealed multiple noncompliance incidents to the minister, who estimates fines at 9.5 million Ghana cedis. The minister stated that particular violations would result in service shutdowns and license cancellations.

In effect, Sam George promised to take complete action to fix these breaches that occur in our systems. The time has arrived to establish proper laws about communication resource management, which benefits every Ghanaian.
The minister presented plans to revitalize Ghana Post, which would benefit from the increased e-commerce activity. Ghana Post requires preparation to succeed in e-commerce while making Ghana ready for the African Continental Free Trade Area, according to George.

The government demonstrates its commitment to transparency through this initiative by ensuring all Ministry-controlled resources receive proper, effective legal use. State-reserved resources will face heightened inspection during the frequency audit process because the government plans to enforce responsibility for improper or unauthorized control of these assets.
